Turned of the regrister user setting in Xoops 2.2.3 and now

Hi

I turned of the regrister user setting in XOOPS 2.2.3 and now when I go to

System Admin Icon

Then choose Preferences.

Then I can't find a menu option to change the users settings.

Anyone have any ideas?
