I understand that XOOPS is free, but could anyone tell me when there is going to be a new xoops, not thta there is anything wrong with the current one, but I would just like to know.

If you keep an eye on the XOOPS development site: devteam.xoops.org - it will give you a better idea of the progress of XOOPS 2.3 - and also the development roadmap.
