I will like to offer a service where people come to my site and can sign up for sub domains and build thier website on it.

Typical examples in the market are Freeservers.com and georcities and many others.

If there are any tools, tips or tricks for doing this please let me know.

Why not just go into the hosting business. You could start small, I'll lease you a Virtual Private Server. How many domains you need?
