Can I upgrade from XOOPS 2.0.13.2 to XOOPS 2.2.3?

Yes of course:

1. Make a backup of your current site database and files
2. download this upgrade: XOOPS 2.0.13.1 to 2.2.3 Final Upgrade Patch. Don´t worry about the 2.0.13.1 in the name because it is ´Upgrade patch for XOOPS 2.0.13.1 and later,´

While 1. is optional as usual i´d recommend it.
