can i transfer my data?

I am currently using a free host.
My question is:
if i am going to switch to a paid host ( different provider), am I able to transfer all my data to the new host?
( so that the new one is exactly the same with old one)
( user don't have to re-register)
(posts in forum same with the old one)

if yes, how can I do that?
