Sounds like a file system permission problem. Make sure that "Everyone" has read access to the web root and all sub directories. You can apply this by right-clicking on the web root folder (I think it's www),select properties, select security, click add, type Everyone in the box, click OK, click Advanced, then select the checkbox next to "Replace permission entries...", then click OK, then OK.
