PHP Block and Module Bugs

Hello,

I have added a module, and set permissions to allow all people to see the module, but only administrators can see it. Am I doning somethin wrong or is this a bug? It IS set to allow all visitors to see it.

Also, whenever I add a php block, the block will not show up on the designated pages. But if i change it to html, it will show up (but obviously the php code wont work). Any help on this?
