Show Links for Registered AND Anonymous users?

Hello all!
Does anyone know how you can make the links module appear for all users? I can only seem to have it show for registered users only. I've looked through every preference, module, and block, but can't find it?
help is appreciated! Thank you!!

Check System Admin - Groups and add access for anonymous users.
