Missing debug options

My installation seemed to go clean but when I went to Preferences the debug option was not present. When I install on my local pc it's there, no problem. Am I missing something obvious. My environment is as follows:
xoops v. 2.0.13.1
php v. 4.3.1.1
MySQL v. 4.0.17
Apache v. 1.3.33

Debugging options are now back on the Permissions page.
I've been installing and uninstalling several modules and the only explanation I can think of is that one or more modules disabled it.
In any case, it's no longer a problem though I'd feel a lot better if I had an explanation.
