is the templates_c files must be 666

i have some problem in my site
after changing the files access mode in the whole site
the problem is :
i cant post a new topic (forms & news) but i can post a replay

i rechange the cache , template_c,uploads to 777
what about the files in this folders(Template_c especially)

any body can help ?

The files themselves, within the folder, should (automatically) be 644.
