Static drop down menu in newbb2/CBB

Hi, I encountered a problem that certainly was solved on this XOOPS board but I can't find it back. It's about the drop downs in newbb2/CBB that stay static in stead of dynamic. Could someone show me the right way to solve it, here's a screenshot.

Delete templates, and regenerate them.

That should fix it.

I think that <{$xoops_module_header}> is not present in your theme.

Did you clear template_c after adding the code to theme.html?

Yep, no difference.
It is strange, because I solved this problem on earlier editions of newbb2. Other suggestions?
