Permissions not sticking in AMS 2.41 and Membership 1.0 ???

Hello fellow xoopers, I am very new to this portal system, but I like the looks of it, and it seems with a combination of Membership 1.0 and AMS 2.41 I will be able to create exactly what my company needs. I have installed both successfully and they work. Except the permissions are not sticking. For both modules the admin permission sections are split into different categories. When I tick all the group permission boxes I need in one. Then I go back to another one I did earlier none of the boxes are ticked. So I can have only one function working at a time either articles are viewable or submitable but not both...grrrrrrrr... very annoying. Same problems in Membership 1.0. Please help me, if I can get over this little problem I will be very pleased to use the XOOPS system, otherwise its back to square one, looking for an appropriate portal system.

It may not make any difference, but can we get some server specs:

OS

PHP version

Mysql version

Server type

Did you upload these modules at the same time? Maybe try a reupload. It is always a possibility for corruption with FTP.

Also double check the readme and install text files included with the module archives. Sometimes folder permissions within the module itself would have to be changed to function properly.

OS - windows
Server - apache, redhat
mysql - 3.23.58
php - 4.3

host - http://www.webscorpion.com

I installed XOOPS directly off their admin interface as a powertool and it works fine. Then i installed the modules by ftp they too are working fine except for this bug. I have tried reinstalling them both. I will try one more time. I checked myphpadmin and all tables seem to be there. I don't know what it could be? So close, but no cigar.

Ok I reinstalled everything, Xoops, Membership and AMS, and to my horror the problem still persists, please help me, I am prolly on the verge of being fired for spending so much time trying to get this to work, I have nothing to show my boss. And trust me he won't understand what permissions aren't sticking means.
