The time is not being displayed properly. I did a whois on my domain and my server is located in Pennsylvania which is Eastern Standard Time (-0500). However my servers time is not correct and it is showing it as being Central European Summer Time (+0200).

I figured if I changed the server settings in my admin area to (-0700) that they would be displayed as (-0500), but it in fact doesn't do it. Actually it does nothing. I tryed to set the time to (-1200) and it still displays the time as if it is (+0200). I have a feeling the script isn't handling the time properly, but its not my script and I have NO idea where to begin on fixing this.

I'm using XOOPS 2.0.10...
