submit website to searchengine - optimisation possible?

I would like to submit site http://www.mobilfunk-volksbegehren.de to searchengines.

Now I would like to know if I submit the statical Startpage http://www.mobilfunk-volksbegehren.de or if I rather submit the dynamical XOOPS system under http://www.mobilfunk-volksbegehren.de/html?

If the searchengines crawl from starting page they will only find up to 10 html pages. If they crawl form http://www.mobilfunk-volksbegehren.de/html maybe it might be better?

Also I would like to know about tips for optimization (keywords are already listed) and good engines for submission.
