setting group permissions in system module

I've been using XOOPS for about 6 months now, and everything worked great, until a couple of weeks ago, I noticed I couldn't get access to the Group Permissions in the system admin section (modules/system/admin.php?fct=groups). It states a 403 (Forbidden), and this while just a few days ago, I succesfully changed group permissions for the Poll module.
I thought it would be solved by upgrading to 2.0.9.1, but this doesn't solve the problem. Desperate as I was (installing any new modules now is pointless, as I can't set the permissions), I even did CHMOD every file in the system module to 777 (all possible rights), but that didn't work either.
Could it have something to do with the database, or is there a detail I'm missing?

I found out now that if I add any extra parameter to the link (e.g. admin.php?fct=groups&xoops=cool), the page will load correctly... I still think it's very weird :)
