PHP Fatal error: Cannot redeclare xhelpformattime() (previously declared in C:\Inetpub\wwwroot\modules\xhelp\functions.php:4) in c:\inetpub\wwwroot\modules\xhelp\functions.php on line 4

using XOOPS 2.0.7.3

Has anyone else had this issue?
It's a fresh install of the module...
