how can I create a link in the admin menu?

I had already add this to the main menu by editing menu.html in edit templates:
CrimeMapping

How can I add another link "CrimeMapping Administration" only in the Administration menu. If the administrator had logged in the link "CrimeMapping will be replaced by a link called "CrimeMapping Administration" in the menu and have a link to http://frodelas/index_view.html .
