Visible Blocks without Logging In

How do I make my entire top page visible to anyone without them having to log in? I'm able to select one block to be visible and XOOPS automatically makes the login block visible. But I can't figure out how to make all the blocks show up until people sign in.

1. Goto System Admin>> Groups
2. Click on 'Modify' for Anonymous Users
3. Goto the bottom, and check items in the Module Access rights that you want visible to Anonymous user

Could you answer one more question?:

I want to have pictures in one of my top page blocks, but when I try to put one in there, the only thing that shows up is the html code and path to the picture in the images folder, but not the picture itself. What might I be missing?
