Moving block locations in theme.html

I realize it's possible to change my block locations in my theme.html file, e.g. block_right to a table at the top. And anytime I wanted a module to go on the top of the page I would designate it to be placed in the right block.

But is there a way to modify the template or core files to create a block top? I used Mambo OS to my disapoitment for two years, it had way too many bugs and subsystems would stop working for no apparent reason. But Mambo had a nice block/template feature called 'user1', similar to block_right 'user1' could be placed anywhere on the theme.html page. So I could for example create a theme.html file with 'user1' in a subtable on the top right of the page and move my user login to go 'into' the 'user1' location.

Is there anyway to do the same thing in XOOPS I would even consider spending the time to create a tranparent module to handle this if someone could point me in the right direction.

Would I need to rewrite the template files or is there a way to truly subclass the XOOPS class for block/template location and build a 'user1' type block?
