check this thread that i started in the XOOPS sourceforge forums. i'd like to see how possible people think this idea would be, and if anyone has any good ideas of where to start

also, how much do you suppose it would cost to hire a developer for such an idea?

the only problem is that it would likely kill all upgradeability, unless it were incorporated into the core.
