How do I allow modules to be seen by non registered members?

In admin/Groups/

change permissions...

By this I mean...I have the Invision Power Board Module (I know it is not supported by Xoops) but when people go to the modules/ipboard/ it will it says "You do not have permissions to access this..." and I want everyone to be able to see it...any ideas?
