can someone help me in the issue of:
I keep getting this little stuff on my admin block title section
#OOPS#User #OOPS#Menu <-------- how do I fix it

That looks like your censorship kicking in.

In admin go to:

Preferences Main »» Word Censoring Options

In your word sensor list make sure you do not end with a | which I once found out, lol.

for example:

1word|2word|3word

not like this:

1word|2word|3word|

You can also edit your bad word censor from #oops# to something else.

Or if you don't require word censorship then just turn it off.
