Would it be possible for me to copy my XOOPS from my server, onto my laptop so that I could do work on it without the web, then upload the new pages once i got home?? I have mysql, php and all that installed on my laptop already.

I have had trouble with my own server, but in theory it should work without problems with a local installation on a local webserver with a local database.
