I have set:
Allow new user registration? No.

Notify by email when a new user is registered? No

Yet I still get Confirmation emails from spam registrations that don't make it to the database.

This is the wrong setting. What you need to do is to set in the Preferences/User Info Settings:
/modules/system/admin.php?fct=preferences&op=show&confcat_id=2

to No the first option:

I cleared each of the caches.
I still get new user registrations.

I also manually delete the files in xoops_data/cache/

How is it possible that the setting shows correctly in Admin Settings:
Notify by email when a new user is registered? set to No

but the behavior exhibited is that it's set to Yes?

Is there a PHP console or something that would allow me to inspect the global settings?

in folders located in:
/xoops_data/cache/

To clear cache, go to Admin Maintenance:
/modules/system/admin.php?fct=maintenance

select the three cache folders to clear them, and click on the "submit" button right below it.

I am having a problem with one of the cache settings.

I have this settings:
Home> Preferences > User Info Settings
Notify by email when a new user is registered? set to No

However, I still get new user registrations.
Somehow the cache must be storing that data.

I have cleared the Cache settings with the tools under the Maintainence tabs.
I still get 20+ user registration alerts a day.
