I don't know if it is still xoops 2.5 compatible, but I guess this module EasyTCPtransfer is doing what you want http://designburo.nl/ett2/

I am not sure that I understand the purpose of using email?

Normally, a user uploads a file to "uploads" directory, and the Webmaster would approved the file, or delete it.

Why do you need email? I assume, it would be a "Private Message" to the Admin, correct? Or do you mean regular email, like Yahoo or Gmail?

dear all,
would like to check with you all, is there any module in xoops that allow the registered users to upload files? i don't mean WF-Downloads, i need the registered users to upload files, such as attachement, and this attachement will go to the admin email, and the admin shall download it through email.
or just any uploading files module can introduce?

thank you.
