Is your apache/iss running? Is PHP running?

We've been trying to get XOOPS 2.3.2a to work on one of our webservers which is running
-Windows 2003 DataCenter
-IIS
_Zendcore MySQL 5.0.18 & PHP 5.2.4 (which is the latest of both MySQL & php)
-With all required php ext
-all read/write permission done correctly
-error handling turned on

We've followed the step-by-step installation. Everything when well, but when you visit the site its nothing but a blank page. Now i know & i have read a few post on this subject. We have also checked out the faq, and every tip & suggestion regarding this issue, but nothing of whats said has fixed the issue infact i dont see why there is such a lack of support for this issue. Bottom line is that we would like to see how XOOPS works and we havent been able to see anything. Can anyone prefferably a dev or someone whos gotten this 100% resolve give us some feedback?
or maybe direct us to a cms that can integrate with zendcore just like XOOPS does. Thank You! for your time..

BTW: WE HAVE READ EVERY LINK, FAQ, TROUBLESHOOT.

-FOR THOSE OF YOU WHICH HAVE HAD THE SAME ISSUE AND COULDNT TAKE ADVANTAGE OF THE HELP OFFERED, HERE'S THE FIX: MAKE SURE THAT IUSR account has Modify permissions to the Cache, templates_c, & uploads directory EVEN THOUGH SETTING THE PERMISSIONS TO "MODIFY" CAN PRESENT A SECURITY ISSUE, THERE ARE MANY OTHER WAYS AROUND SECURING YOUR SERVER.
