That shouldn't be too hard from an admin standpoint - just delete the logs or parts of the logs containing user IPs on a regular basis. I used to do this on an Eblah message board - I just had a cronjob delete the log every half hour - and every once in awhile run a cleaning script to overwrite the directory with random ones and zeros. Probably overkill, but hey, people like their privacy.

Almost any module with user input and display could be used, even 'members' could use this as usernames are pretty meaningless in terms of identity. The real problem comes with IP tracking, unless users utilise proxies or cloaking service. This is more complicated for the averge user.

I really really need to get un-lazy and learn php (the trouble for me is migrating from Java), because a confessions module with an auto-penance feature would be hilarious.

Looking at that site, you could use a Blog module and set up categories perhaps? People can post comments.

Although, an auto-penance feature would be nice?...
