I've heard of this also... it's supposed to help lighten the load on the server or something.

Some hosting companies use a PHP cache, changes are not "seen" by the server immediately

Ah ha! I spoke too soon. After chmodding the upgrade folder and waiting a while(not sure why waiting helped) the upgrade script worked. God was smiling on me I guess

Hmm, I tried to chmod 777 my upgrade/ directory, but that didn't help.

Since it sounds like a permission problem, is there anything else I can try changing? mainfile.php, cache/ and templates_c/ are all chmod 777.

I don't know if this is the case for you but, when I have gotten this error, it was due to file permissions. I am on a Linux server so, I chmod my PHP files to 644 and that ususally gets me back in business.
