to all:those problems where finaly from my hosting...
speaked with them on telephone because i`ve tryed to install fresh XOOPS 2.0.13.1 and was not working..the problem was with the MySQL database from hosting thanks too goooodddddddddd!!!!!!!!!!i think he loves me and xoops!

Unfortunately, some problems have already surfaced with this version. The most severe one has to do with login trouble and the fix is to replace
class/auth/authfactory.php lines 27 to 31 like this:
applied this...
still not working and ..when trying to register an new user same error mesaje: No valid security token found in session
and cannot login is welcoming me but instead of saying
the original mesaje ...at the end is not my user name is an dot (.) and is not login in..sometimes gives blank page...now i`m trying the text sanitizer fix and activation link fix
applied too the text sanitizer fix..still not working...i`m looking now to activation link fix..

Have you tried applying the patches mentioned in the comments relating to the 2.2.3 Release. There's also a Text sanitizer fix and an Activation Link fix.

I'm not sure if the above will help, but if you haven't already applied these patches, it would be a good places to start.
