The idea was for some kind "fast" menu 
So its visible always, for any users and any web resolution.
You can just set your own "fast" links and icon should be from font-awesome css. They are really nice and easy to use :)

I found accidentally a little jquery conflict with "fast menu" script and publisher.js, when we are in item.php in publisher, "fast menu" script stoping
Now it fixed!

I was looking lately into different CSS frameworks to learn more about how to make creating new themes for XOOPS or converting existing themes to XOOPS easier (e.g. the Bootstrap themes) , so your theme fits perfectly into it, and it will be a great learning for me as well.
Can you submit it to GitHub, so we can continue the development there, and people can contribute to it?

People can fork it from there and start contributing!
Reg. GitHub - it is similar to SVN, i.e. you don't upload file, but use the version control mechanism to upload the differences.
Tools like SourceTree or TortoiseGit are pretty good and helpful.
