Modules: Release of Weblinks 1.31

Ken Ohwada, xoops developer and webmaster of Happy Linux, announce the version 1.31 of Weblinks.

The "weblinks" module is an advanced web links directory module for XOOPS.
This is more powerful than mylinks, and upper compatible for mylinks.

1. bug fix
(1) 4476: reset hits rating votes commnets in modify link by admin
(2) 4477: topten is unlimited
(3) 4495: Fatal error: Call to undefined method weblinks_link_edit::build_mail_edit_for_others()
