Super! It works very fast.
I will write everything as a beginner sees it.
The version check does not work correctly during installation. It is better to indicate that it will not be installed for this version (below PHP 7.3). For new users, this will be unclear.

I would also like to increase the session time. Do as it was before in 2.5.10.

We look further:
For some reason, the system blocks have disappeared and the selection does not switch.

I checked on the blocks, but couldn't replicate it: Ubuntu Linux with PHP 8.1.2

1) It should install without problems on lower versions of PHP.

On this screen XOOPS checks if the PHP current version meets the requirements.
If next to the PHP version there is a green "check mark", as you have it, then it means that you are good to go.
Otherwise, there would be a red X, telling you that the PHP check (on any of the other requirements) failed.

2) I can confirm the missing icons. Thank you for reporting!

xoops2.5.11 is not installed on PHP 7.3
Isn't that right?
I managed to install xoops2.5.11 only on PHP 7.4

XOOPS 2.5.11 was targeted for PHP 5.3.9 to PHP 7.4, with PHP 7+ being the recommended version.
If you couldn't install it on a PHP 7.3, or lower, but it's important for you, please let us know about the problems, and we'll look into it.
Of course, if you have installed it on PHP 7.4, then it's better!

The next version of XOOPS will have Smarty 4, and the minimum version of PHP will be PHP 8

BTW - the issue with the missing icons has been fixed, see it on Github

I understand. When installing XOOPS 2.5.11 on PHP 7.3, I had a white screen at the last stage of the installation and the installation was not completed. I was able to install it on PHP 7.4.
I use regular web hosting.

Installed updates. Icons appeared.
Block allocation doesn't work either. And the blocks themselves are not displayed.
I can grant you access to the view.
