When I change the name of a given topic (mainly typing, UTF encoding) in the replies there is no response to this change, the old title appears (below the screenshot).

I did synchronization in the panel, but that did not work, knows someone how to solve it?

The forum works correctly.
Everytime you write a post in the forums you have your own title.

This is not a bug of the forum module
