Changes not showing

I changed the global.php file to use a 12hr clock but it doesnt show in the site. i set my theme to check for mods but i dont think thats it. how do i get the site to check the global.php again. i looked through the faqs about caching, smarty and stuff. it is all kinda new to me.

there is also the issue of some modules using their own date format. so are there specific modules that show your old date format?

the only times i see are in posts in the forums.
im using cbb 3.08 for my forums

wait, so your also saying that changes made to the global.php are applied right away?

Yes. i think the config for the cbb module is in the 'modules/newbb/language/english/main.php' file

i found the file and modified it. changed G to g and nothing happend.
i updated the module from the modules page and still nothing.
i went back and checked that the change is there and it is.
i shut the site down and tried the debug options.
still no change.
where you told me definitly looks like the right spot, but the changes are not being applied.

browsed to frameworks forlder and looked at a changelog file.
says 1.0.0

Hi,

CBB uses the date format set in locale.php (same directory as global.php).
