2.4.4 - replaces "&" and apostrophe with "&"

Install of 2.4.4 goes fine and all modules update fine, with one exception - all the & and ' characters are replaced with "&"

How do I stop this from happening? Seems to be something like the text sanitizer, but I don't know what to change.

it seems to be fixed in the 2.4.5 rc

what is the specific file that has been changed to fix this? i have this problem too ...i dont want to make a full upgrade to 2.45 yet

So Sourceforge shows the 4 files below changed - can I just replace those 4 files in 2.4.4 without otherwise doing a full upgrade to 2.4.5?
