This contains the guts of the Protector module and is kept away from the rest of the module for security. It is the same thing (to all intents and purposes) as the "trust path" folder used by many of GIJoe's modules.

Actually, "must" is too strong a word as XOOPS will work with the folders inside document root. It is more desirable for them to be out of doc root, though, so if you can then you should.
