I have a user profiles module but I can't find a place to allow my users to change their email address on their own.

It's in Preferences>User Info Settings

I don't allow my users to do it. I found that spammers were registering then changing their email address, making banning them difficult.

That is how we have done it in the past but we are manually activating users because we need COPPA confirmation so we manage to keep most of the spammers out.

Okay I have that set to yes already. I have a test account and when I tried to do this myself, the email field is not editable. As an admin it is editable. Is there something else controlling this setting?
