Hello!

I am currently trying to set up an Admin account, this person will be granting access to newly registered members of the site based on group but I do not want them to be able to actually modify group permissions.

I attempted to simply allow them to edit user but not groups. This works mostly, unfortunately with this setting they are not able to select which group(s) the user belongs too.

Is this a simple thing I am overlooking? What should I change in order to allow this?
