why changes to a theme never show?

I did some changes to theme.html, but they never show as if nothing had happened. I worked with older versions of XOOPS before. With older versions, as long as we refresh template_c folder (and our own local folder of temporary internet files is not too full), the changes would be readily visible.
But now whatever I do to theme.html, nothing happens. This is really puzzling. Can someone help me?

Check System/Preferences/General settings

Make sure that Check templates for modifications ? is set to YES

tank is absolutely right , it should work for you if you go to System --> Preferences --> General settings and then there's a check box

"Check templates for modifications ?

If this option is enabled, modified templates will be automatically recompiled when they are displayed. You must turn this option off on a production site." make it YES

Don't forget to set the option back to "No" afterwards
