I have a user who is trying to trouble shoot a proxy problem with XOOPS.

I am a System Administrator for the xxxxxx. We have users here that are unable to get to the ladads.info site through our proxy. I was able to get to the site at our top level proxy, but unable to get to it at our second level proxy. Our users here go through the second level proxy to get out to the internet. Can you assist us with correcting this issue? Please see the error message below. This is what we are getting.
