I'm not entirely clear what you want to achieve but offer the following:
If you want to add lots of pages to your site then you need a "sections" type of module. Several spring to mind including "article", "articles" (not the same!), wf-sections and SmartSection. Each have their own feature-set and merits - choose the one that suits you best. FWIW, I use SmartSection from
http://www.smartfactory.ca/ but please don't take this as a recommendation for you to choose this over one of the others - they are all good modules.
If you want to add a few specific pages than you could do a lot worse than "wf-channel". This site uses wf-channel quite a lot. See the links under the "XOOPS" menu on the left.
If you want your site's users to be able to add their own pages then take a look at Instant Zero's "Userpage" module -
http://xoops.instant-zero.com/I'm not sure whether or not all of the above will do what you want with regard to the Menu. If you want control over the menus then take a look at the latest "MultiMenu" module. Search on this site for "multimenu".
