Constant error 403's after migration

I just switched service providors and migrated my entire site to a new host. I beat my way through a few problems (assigning hostname for db server, getting path nailed down for XOOPS root, transferring the MySQL etc..) Now, I am getting constant 403 errors. Cache, Templates_C and uploads are all chmod 777. Mainfile.php is 644 and I think everything else is 755.

I have not upgraded XOOPS since I originally downloaded it almost two years ago so I'm on an old version.

At this point I'm sure I'm missing something, but not sure what. I may just end up needing to start fresh with an updated version of xoops.

I'm pretty sure the problem is not with my provider because I renamed the index.php to index.pho and made an index.html file which loaded just fine.

Anyone have any advice?

It looks like some directory doesn't have the right permission.
