the problem is not with xoops, but with the memory your site is using. The PHP needs more memory. The amount of memry for PHP is set in PHP.ini file. If you manage your own server, you can change it there, otherwise it is someting your hosting company can do. However 44 meg is very high (the default value for PHP is 8 meg), and I realy doubt the hosting company will increase it.
Play with blocks you have on main page by turning them off one at a time and try to find if some is using lot of memory.
