This may have nothing to do with xoops, but does anyone know why I am not able to edit the pages on my website? I already tried editing it in the file manager of the server, but it says "chmod failed: operation not permitted." I can't figure it out. Let me know. Thank you.

Do you mean the files on the server?
Do you mean the pages inside your website?
