Blocks admin - all modules arent there

Hey, i tried searching for this answer... but i didnt get anywhere. On my XOOPS admin, i go to the block admin page. And all of my modules are listed in "top page" but when i go to another module like forums, it only displays blocks from the system module... i need other modules to be displayed also! i have looked everywhere :(

If you enter the edit screen of any block there is a field with all of your modules listed as well as "All Pages" and "Top Page".

Hold down CTRL and select each with the click of a mouse.

hit submit.
