How do i enable "occasional email notices" by default for new users?

Hello,

On my http://www.hififorum.co.uk/register.php page, the "Receive occasional email notices from administrators and moderators?" option has "No" selected by default.

I have taken a look through the options, and source code, but i cannot figure out how to make it say "Yes" by default.

Does anyone know how this can be done?
