XOOPS is licensed, I think, under GPLv2. Should we switch to GPLv3 after that license is released?

Can't truly say until I read the whole draft, but I do know that there were some things that Linus Torvalds rejected version 3 and stated that Linux will remain under version 2.

Torvalds likes the latest draft of GPLv3 better, although he still seems to favor v2:

Here is another Linus e-mail conversation on the subject -

Linux: Linus on the GPL, BSD, Tivo and the FSF

Seems most of the dispute has to do with hardware tied to GPLed software. (remember Linus was a hardware engineer before a software developer.)

Makes for a drawn out but interesting read.
