I've seen a number of posts referring to XOOPS Forums.
Yup - many XOOPS sites use them.

Newbbex says it's an upgrade to the XOOPS forum.
If I understand it right, newbbex is a Forums module that is a modified version of the newbb Forums. It's written by the Instant Zero group/company and is available from their website. Check out thier forums to see it in action.
The are others:
newbb 2.0.2 is available from the module repository on this site. I understand that development has now stopped.
cbb is (effectively) newbb in a more modern guise. Current version is 3.08 and is available from the dev forge. This module continues to be developed and supported. You will need the lastest Frameworks and xoopseditors as well.
GIJoe has his "3d Forums" available from his site (google search on "peak xoops" and you'll find it. Get the "Protector 3.04" module whilst you're there
Apologies to the writers of other that I'm sure to have missed.

Problem is, I've never found the forums on my website.
I'm using 2.0.16.
Was it supposed to come with a forum, because it didn't?
The standard download of XOOPS 2.0.16 from this site doesn't include any modules at all (other than the system itself).
Have a look at the downloadable forums modules in action, choose the one you like and install it. I use CBB3.08 and would recommend this over newbb. Installation needs care though, as the Frameworks and xoopseditors must be located in the right place and they are sizable uploads, too.
Others like and use newbbex and it is well supported by Instant Zero.
If GIJoe's Forums are as good as his other modules then his 3d Forums will be good too.
