XCGal - User upload approval not working

I am using XCgal 2.03 and I have set the Public upload approval to 'yes' yet registered users can post photos and they are viewable without approval. It doesn't even show in the admin under 'Pictures waiting for approval'

I didn't see any check box in the xcgal preferences to set the permissions for user uploads.

Does anyone else have this problem and is there a fix for this?
