occasionally i get a blank white page. With debug mode on i get the following errors -

My server error log generated following errors -
File does not exist: /home/txv/public_html/403.shtml

I reuploaded both files (headlinerenderer.php and headline.php) and checked their permissions but errors still appearing.
I need help. Don't know what else to do.
